We have a rare opportunity for an exceptional executive leader with a strategic and tactical focus to serve as our Director of Project Controls Division. As an integral member of the Office of the Chief Engineer, the executive manages oversight of estimating, constructability, scheduling, project management information systems, facility documentation and safety. The Director balances the needs of a wide range of stakeholders including congressional leadership, oversight and appropriation committees, Members of Congress, congressional staff, congressional constituents and AOC jurisdiction leadership.

In this capacity, the Director of Project Controls will perform major responsibilities such as the following:

  • Manages a team that leads internal controls including consistent application of policies and procedures to support compliance and appropriate construction process efficiency.
  • Provides oversight to develop and implement standardized project controls to manage budgets, scheduling, and quality for planning, design, and construction projects and programs. Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project.
  • Ensures accountability and transparency in financial planning, decision-making, and reporting, and ensures sound investment of government financial resources and integrity of the federal contracting process.
  • Manages the oversight of project planning and design execution responsibility for construction, commissioning, and close-out to ensure integration and coordination within established time frames. Maintains program goals and objectives, consistent with commitments and policies, as well as measurable performance criteria.
  • Support and oversees a team dedicated to increased project safety and occupational health, this includes safety inspections, operational safety reviews, and overall management of the internal safety culture and program.
  • Ensures contractor services comply with quantitative and qualitative requirements, and specifications. Develops methodology to reduce project costs and schedules. Oversees planning, design, and construction execution progress reports to respond to third party inquiries.
  • Implements industry best practices for facility documentation and construction/renovation cost estimating to support project scoping and reduce budget variances.
  • Conducts periodic program review and analysis briefings to compare progress with objectives and established milestones. Identifies needed changes during any project phase and either initiates or approves changes recommended by professional and technical staff to maintain approved schedules, cost and quality. Serves as an authoritative source for decisions and guidance, relating to compromises and changes in project objectives.
  • Anticipates, advises, and utilizes appropriate follow up to ensure proper proactive and reactive actions to Inspector General inquiries, investigations, and audits.
  • Ensures controls address cost or budget considerations, scopes changes, performance, and other risk levels. Provides guidance and consultation to project managers and their supervisors on implementing measures for continuous improvement for the entire lifecycle of project management.
  • Works across organization for the consistent application methods for project estimating, procurement, contract management, reporting, metrics, and other project-related processes.
  • Utilizes software and electronic controls to increase compliance, collect data for analysis and supports goals to increase internal efficiencies and construction throughput.
